Westchester County’s “Bicycle Sundays” will ride through the coronavirus outbreak even as it appears likely to keep pools, beaches and county-run amusement park Rye Playland closed for the summer. County Executive George Latimer announced during a media briefing Monday that Westchester would stick to the schedule for Bicycle Sundays, which periodically closes a stretch of the Bronx River Parkway between White Plains and Yonkers for bicyclists and other recreation. But protective facemasks will be required, he said. “This is not a mandatory requirement in the society but we’re going to make it mandatory if you’re going to be on that bicycle trail,” Latimer said during the briefing which was held on Zoom to maximize social distancing. Latimer, a Rye Democrat, said the fun could be called off if it looks like crowds are clustering or the rules aren’t being followed. “If we see that we can’t maintain social distancing on the Bronx River Parkway for the Bicycle Sundays, we will then discontinue,” he said. source: Lohud During Bicycle Sundays, the parkway is open exclusively for bicyclists, in-line skaters, scooters, walkers and joggers from Exit 22 at the Westchester County Center to Exit 4 at Scarsdale Road in Yonkers. The round-trip distance is 13 miles. The road is closed to automobiles in that stretch of parkway. Admission is free. Parking at the County Center lot in White Plains costs $8.
Rules and Regulations: • ONLY Bicyclists, in-line skaters, scooters, walkers and joggers are allowed; no unauthorized motor vehicles are allowed. • Walkers, joggers and slower wheeled traffic must use the right lane; faster wheeled traffic must use the left lane. • New York State law requires helmets for children under age 14, including those riding in bike trailers; helmets are strongly recommended for all wheeled participants. • New York State law prohibits children under age 1 from riding on bicycles or in a separate seat. • All headsets are prohibited. This includes but is not limited to music devices and hands-free cell phones. • No skateboarding allowed. • No dogs allowed. • Bicyclists must obey the posted parkway speed limit of 40 m.p.h. • Children riding in strollers must be strapped in at all times. • Children under age 10 must be accompanied by an adult. • All participants must be off the parkway by 1:50 p.m. https://www.thewpf.org/programs/bicycle-sundays/ Golf
In our last email blast on April 10th , we had informed our members that the golf course was closing again due to the latest revision of the NYS Executive Order. Since then the Empire State Development Team, the state authority in charge of this decision-making, has updated its guidance with respect to golf play. Golf will once again be permitted and so the course will re-open for play starting tomorrow, Wednesday, April 22nd at 10am, with all 18 holes and with regular tees and greens. Since staffing is not permitted at this time, there will be no pro shop services available. This includes no power or hand carts and no restrooms. There will be no access to water coolers, ball washers and bunker rakes. Security personnel are considered an essential service by this Order, and therefore will be on the premises to ensure that golfers maintain all necessary safety measures (including six feet social distancing). Further, we want to remind you to put health and safety first for both you and others. We should take this virus seriously and we will be strictly enforcing guidelines. Please follow these safety precautions: • Read all signs posted • If you are not feeling well or if you have been in contact with someone who is sick please stay home • Follow social distancing guidelines - stay six feet away from others at all times and no hanging around the clubhouse or in any one particular area • Do not touch flag sticks • Course is closed on Mondays Please be sensitive of others, we are all in this together. Pursuant to the request of the Supervisor's of Westchester County, the County Board of Legislators has approved legislation Friday afternoon reducing the penalties for the late payment of real property taxes due by April 30th. The penalty for payment received after April 30th until May 31st is now one-half percent (0.50%). The penalty for payment received after May 31st until July 15th is now one percent (1.0%). The penalty for payment received after July 15th until July 31st is now five percent (5.0%). The penalty for payment received from August 1st until September 30th is now seven percent (7.0%). |
Marinas Reopen For Personal Use In NY/CT/NJMarinas will now be open to the public in New York, Connecticut and New Jersey as numbers are continuing to improve amid the novel coronavirus (COVID-19) pandemic. In a joint announcement late on Saturday, April 18, New York Gov. Andrew Cuomo, Connecticut Gov. Ned Lamont and New Jersey Gov. Phil Murphy said marinas, boatyards and marine manufacturers will be allowed to open for personal use as long as strict social distancing and sanitization protocols are followed. Chartered watercraft services or rentals will not be allowed, and restaurant activity at these sites must be limited to take-out or delivery only, like anywhere else in the three states. Golf Courses Reopen with Strict GuidelinesEmpire State Development, the state authority in charge of determining essential and nonessential businesses, updated its guidance for golf courses Friday, opening the door for them to reopen to golfers so long as almost all direct employees are not on premises. Golfers will have to walk the course and carry their own bags without a motorized cart, according to Dani Lever, New York Gov. Andrew Cuomo's communications director. They will also be required to maintain a strict social distance of at least six feet. No gatherings of any kind will be allowed on the course, she said. On Friday, Empire State Development made clear that golf courses are still considered nonessential, meaning most of their employees still can't report to work.But the courses can employ security personnel -- an essential service -- to ensure that golfers are maintaining six feet of social distance, the state authority said. A popular grocery store chain is going to begin closing its eight stores in Westchester and Putnam counties on Sundays amid the novel coronavirus (COVID-19) pandemic in order to give their staff time off to rest and spend time with their families. All DeCicco & Sons stores, including locally in Brewster, Ardsley, Armonk, Harrison, Larchmont, Millwood, Pelham, and Somers, will begin the Sunday closures on Sunday, April 19 and again on Sunday, April 26, when they will reconsider the practice. A lot of behind the scenes efforts take place every day to make sure the stores are extra clean and employees are safe. The stores have also been providing masks and gloves for all employees, which they are required. Store owners hope their customers understand the Sunday closings: "Thank you for understanding and stay safe," they said. During the pandemic, the company has been taking many extra steps to ensure the safety of all. After a thorough search process for a new superintendent of the Tuckahoe Union Free School District, the Board of Education is pleased to announce that it intends to appoint Ms. Amy Goodman as the district’s next Superintendent of Schools at its meeting on April 21. Ms. Goodman is currently serving as Tuckahoe’s interim superintendent through the end of this school year.
After appointing SWBOCES this fall to conduct a superintendent search, the Board of Education gathered community input through forums and surveys then launched a full-scale nationwide search. From a pool of over 30 qualified candidates, three finalists emerged and were interviewed by various stakeholders within the community, including representatives of the teaching and non-teaching staff, parents, and students. Ms. Goodman’s extensive experience in education, in-depth knowledge of pupil personnel, record of innovative approaches and positive leadership made her the clear forerunner.
Ms. Goodman is an experienced school administrator having served as the Superintendent of Greenburgh-Graham Union Free School District, Assistant Superintendent of Pupil Personnel for Eastchester UFSD and most recently as Interim Assistant Superintendent for Student Support Services for New Rochelle Schools. She first came to Tuckahoe as Interim Director of Special Education in the summer of 2019 and transitioned to Interim Superintendent in December 2019. As Interim Superintendent of Schools, she has managed the issues relating to the school closure orders, implementation of distance learning, and the other requirements placed on school districts by the State. Additionally, she has worked with the Board on the on-going construction projects, budget development, and labor relations issues, providing stewardship on each of these areas. Her existing familiarity with the Tuckahoe schools and community make her uniquely qualified to lead our District at this critical moment.
The selection of Ms. Goodman represents the culmination of an eight month process, but also, the commencement of what the Board believes will be a period of administrative stability for the District in an educational world that will be extremely challenging. The board is confident in her ability to keep our district moving forward, especially given the tough tasks ahead.

But if you didn't submit your census data to the US government on Wednesday, it's not too late. You still have time to fill out the 2020 census questionnaire. The census is mandatory and part of the US Constitution (Article 1, Section 2). It legally requires the country to accurately count US residents, whether citizens or not. In effect since 1790, the results of the US census help determine federal funding, how many seats in the US House of Representatives your state will receive to represent you and it is used to draw congressional and state legislative districts. The US government maintains that your response is required. According to the Census Bureau's website, you have until anywhere between May 27 and August 14 before census takers will conduct home interviews for those who haven't responded. Gov. Cuomo: To continue our efforts to stop the spread of Coronavirus, I am issuing an Executive Order that will require that all individuals in New York wear a mask or face covering that covers both your mouth and nose when in public where social distancing is not possible. For example, if you are taking public transportation or walking down a crowded street, you must cover your face. The Executive Order goes into effect on Friday, April 17th to give the public time to acquire a face covering. From the outset we have encouraged New Yorkers to leave the house on a limited basis to go for walks in the park or take the dog for a walk, while distancing . Now as an added layer of respect for one another we will require New Yorkers to wear a mask or face covering where appropriate distance is not possible Please do NOT buy N95 or surgical masks that are needed by frontline healthcare workers. Empire State Development has released guidance for determining whether a business enterprise is subject to a workforce reduction under recent executive orders. It applies to each business location individually and is intended to assist businesses in determining whether they are an essential business.

Governor Cuomo also announced the state is increasing the maximum fine for violations of the state's social distancing protocol from $500 to $1,000 to help address the lack of adherence to social distancing protocols. The Governor reminded localities that they have the authority to enforce the protocols.
